I am traveling soon to The Netherlands , and I want to buy a cheap SIM card from there mainly to help me in using GPS ..

Most of the cheap sim cards without a subscription in the Netherlands, as far as I know, do not offer Internet access or if they do, it’s anything but cheap. You’d pretty much need to get a subscription which, again as far as I know, will be very difficult without (proof of) a permanent Dutch residency.
If you want to get a sim card without internet access that you can easily “top up” I recommend the ones from Albert Heijn which is the biggest supermarket chain in the Netherlands.
