Can the amount of Satellites support the increase use of GPS devices?
GPS is becoming a very common use throughout the world now days. I know that the US government has 31 operational satellites at this time, but with the increasing use of GPS in cars and as a feature being added to most new phones; is it possible that the system will begin to run slower? Could the amount of people requiring locational services actually exceed the satellite’s capabilities?
I also heard that many US satellites are 4 years past their designed life-time yet they’re still in orbit due to the cost associated with launching new satellites. Could these decaying satellites also pose a threat to the speed of the network if they become too old to operate?

Does your radio "run slower" when more people are listening? Does your TV "run slower" when more people are tuned in and watching?
Of course not.
GPS satellites do nothing but transmit some very exacting signals which all these things on the earth receive. It makes zero difference if there is one receiver or a billion. A GPS receiver does not transmit one bit of information to the satellites, thus your entire question is wrong.

In the way you are using the term, no. The only possibility from loss of a couple satellites is that for brief periods of time in various places around the earth any particular receiver might be able to see fewer satellites than normal, thus increasing the error it its positional calculations.
